Canon 838 § 4: Within the limits of his competence, it belongs to the diocesan Bishop to lay down for the Church entrusted to his care, liturgical regulations which are binding on all.

APCC I # 31:  More relevant songs should be used in Church services. They should not be so frequently and arbitrarily changed so as to ensure greater participation of the faithful. To further ensure active participation, the faithful should be provided with a sheet of hymns and responses to the different parts of the mass.

In line with the abovementioned canonical provision and APCC decree, I hereby promulgate the following guidelines on the implementation of the New Translation of the Ordo Missae and the official set of Bicol service songs for the mass:

With sadness we inform you of the passing away of + REV. MSGR. ALBERTO NERO, Spiritual Director/ Formator of Holy Rosary Minor Seminary , at 7:15 in the morning of April 24, 2008, Memorial of Saint Fidelis, at the Mother Seton Hospital, Naga City.  He was 71 years old.
